gnu: tar: Update to 1.17.
* gnu/packages/base.scm (tar): Update to 1.17.  Remove 'arguments' and
  'inputs'.
* gnu/packages/patches/tar-gets-undeclared.patch: Remove.
* gnu-system.am (dist_patch_DATA): Remove 'tar-gets-undeclared.patch'.
