gnu: gstreamer: Update to 1.18.4.
* gnu/packages/gstreamer.scm (gstreamer)[version]: Update to 1.18.4.
[propagated-inputs]: Add elfutils and libunwind.
[synopsis]: Change to "Multimedia framework".
[native-inputs]: Add bash-completion and gettext-minimal.
[inputs]: Add gmp, libcap and gsl.
