tests: Add whole-system test.
* gnu/system/vm.scm (virtualized-operating-system): Export. * gnu/tests/base.scm: New file. * gnu/local.mk (GNU_SYSTEM_MODULES): Add it. * Makefile.am (check-system): New target.
