gnu: tcsh: Move to shells.scm.
* gnu/packages/tcsh.scm (tcsh): Move from here ...
* gnu/packages/shells.scm (tcsh): ... to here.
* gnu/packages/tcsh.scm: Delete file.
* gnu/local.mk (GNU_SYSTEM_MODULES): Remove tcsh.scm.
