gnu: gettext-minimal: Mark "test-raise" test XFAIL on the Hurd.
* gnu/packages/gettext.scm (gettext-minimal)[arguments]: When compiling for
the Hurd, add "test-raise" to XFAIL_TESTS in make-flags.
