services: openntpd: Fix the config generation code.

This fixes issue #37318 (see: http://bugs.gnu.org/37318).

* gnu/services/networking.scm (openntpd-configuration->string): Rewrite in
order to make the "openntpd configuration generation sanity check" test pass.
