gnu: gawk: Allow cross-compilation.
* gnu/packages/gawk.scm (gawk)[arguments]: Use `set-shell-file-name'
  phase that works when cross-compiling; use `%standard-cross-phases' as
  the base when (%current-target-system) is true.
