gnu: openjpeg: Fix CVE-2017-14164.
* gnu/packages/image.scm (openjpeg)[source]: Add patch.
* gnu/packages/patches/openjpeg-CVE-2017-14164.patch: New file.
* gnu/local.mk (dist_patch_DATA): Register it.
