gnu: eigen: Really run tests in verbose mode.
Suggested by Gaël Guennebaud <gael.guennebaud@inria.fr>.

* gnu/packages/algebra.scm (eigen)[arguments]: Remove #:test-target.
Rename 'build-tests' phase to 'check', and have it run 'ctest -V'.
