services: Add qemu-binfmt.

(lookup-qemu-platforms): New procedure. (<qemu-binfmt-configuration>): New record type. (qemu-platform->binfmt): New procedures. (%binfmt-mount-point, %binfmt-register-file, %binfmt-file-system) (qemu-binfmt-service-type): New variables.
