gnu: Update OnionShare to 2.3.1.
* gnu/packages/tor.scm (onionshare-cli): New variable.
(onionshare): Inherit from onionshare-cli.
[arguments]: Add patch-tests and install-data phases.  Adjust check phase for
new tests.
[inputs]: Remove python-pycryptodome, python-nautilus, python-sip,
python-stem, and python-pyqt.  Add onionshare-cli, python-shiboken-2,
python-pyside-2, python-qrcode.
[description]: Use new upstream description.
