derivations: Do not fetch narinfos for non-substitutable items.

This avoids connections to substitute servers for derivations that are
not substitutable anyway, such as profiles.

* guix/derivations.scm (substitution-oracle): Skip derivations that do
not pass 'substitutable-derivation?'.
