guix lint: Make sure a synopsis cannot start with a lower-case article.

* guix/scripts/lint.scm (check-start-article): use "string-ci=?" instead of
  "string=?".
* tests/lint.scm ("synopsis: starts with 'a'",
  "synopsis: starts with 'an'"): New tests.
