gnu: coreutils-boot0: Fix building on armhf-linux.

* gnu/packages/commencement.scm (coreutils-boot0)[arguments]: When
building for armhf-linux include the workaround to force 32-bit time.
Rearrange arguments so that the configure-flags for armhf-linux aren't
overridden.
