home: Add gpg-agent service.
* gnu/home/services/gnupg.scm: New file.
* gnu/local.mk (GNU_SYSTEM_MODULES): Add it.
* doc/guix.texi (GNU Privacy Guard): New node.
(Secure Shell): Link to it.
