gnu: recutils: Use correct bash headers.
* gnu/packages/databases.scm (recutils)[arguments]: Convert to G-Expressions.
Drop gratuitous dirname.
[native-inputs]: Drop labels.  Move bash:include...
[inputs]: ... here.  Also add regular bash.
