guix: pack: Build layered images.
* guix/scripts/pack.scm (docker-image, guix-pack, %default-options,
%docker-format-options, show-docker-format-options/detailed): Handle
'--max-layers' option.
* doc/guix.texi (Invoking guix pack): Document this.
