doc: Update packaging guidelines.
* HACKING (Submitting Patches): Mention 'git send-mail'.
* doc/guix.texi (Packaging Guidelines): More details on how to prepare a
  package module.
  (Contributing): Add reference to #guix channel on Freenode.
