services: Add 'mcron-service'.
* gnu/services/mcron.scm: New file. * gnu/local.mk (GNU_SYSTEM_MODULES): Add it. * gnu/tests/base.scm (%mcron-os, %test-mcron): New variables. (run-mcron-test): New procedure. * doc/guix.texi (Scheduled Job Execution): New node.
