gnu: Reinstate xf86-video-ast.

* gnu/packages/patches/xf86-video-ast-remove-mibstore.patch: Delete file.
* gnu/local.mk (dist_patch_DATA): Remove it.
* gnu/packages/xorg.scm (xf86-video-ast): New public variable.
