* gnu/packages/vulkan.scm (shaderc): Update to 2024.0.
[arguments]<#:configure-flags>: Specify python executable.
<#:phases>: Remove drop-additional-glslang-deps phase.
[inputs]: Move python from here ...
[native-inputs]: ... to here.
