services: tor: Switch to 'least-authority-wrapper'.
* gnu/services/networking.scm (tor-configuration->torrc): Remove "User"
and "PidFile".
(tor-shepherd-service): Use 'least-authority-wrapper' and
'make-forkexec-constructor' instead of
'make-forkexec-constructor/container'.
